Partly Facetious: why not a palace for Speakers also?

"While refusing to release Palestinian teenage prisoners! I mean if it's a war then aren't both sides eligible to be termed as prisoners of war?"
"Ah yes, but the Israelis have defined the two events differently. The one is a kidnapping because it was done by a so termed terrorist organisation and the Palestinians are defined as under age terrorists rotting in Israeli jails."
"And the sad part is that all news organisations including the one I had the most respect for, namely, Associated French Press, termed it the Israeli way."
"Indeed if the two sides are warring then surely the Geneva Convention..."
"That outdated thing. It wasn't applied in Afghanistan, it won't be applied in Iraq, in short it won't be applied anywhere where the US deems fit."
"And the US deems fit everything that the Israelis do and nothing that the Palestinians do."
"Right you are. But that was not what I was referring to when I asked what the big deal was."
"What were you referring to then?"
"This thing about the Speaker's house!"
"Well, it is a big deal. We have earthquake victims who are still not rehabilitated..."
"If you can decide to build another GHQ, then why not the Speaker's house for after all the source of funds is the same - taxes that you and I pay."

"No, I don't. But you know the Prime Minister has a fancy house and so does the President so why not the Speaker? I mean it's not as if he is being unreasonable given what happens in this country."
"Well, I guess from that perspective you maybe right but it's a lot of money in a country where clean drinking water is not available to more than half the population. How many wells can be dug from this money?"
"It's only Rs 85 million. That is about 1.3 million dollars."
"I know technical assistance given by multilateral donors to improve governance that costs less."

"I bet some of it would be the value of the land."
"How much is GHQ paying for the land?"

"Well, there you go. I would think the bulk is construction cost."
